Oral sex doesn't have a "High" chance of transferring the disease. First off, the stomach acid will kill the HIV virus. It is very easily killed once outside the blood stream. Even oxygen kills the virus. So to get HIV from oral sex, the bottom guy would best contract the disease if he has open sores in his mouth....and the top shoots the load in the mouth.
